International Readiness Assessment (IRAF)

IRAF-International Readiness Assessment Framework

Building the Foundation for Internationalization

The International Readiness Assessment Framework (IRAF) is the diagnostic component of the University Internationalization Development Program (UIDP).

IRAF is designed to evaluate a university’s current level of preparedness for internationalization and identify institutional strengths, challenges, opportunities, and development priorities.

The framework provides university leaders and international offices with a clear understanding of their current position and establishes the foundation for strategic international development.

Through a structured and evidence-based assessment process, IRAF enables universities to develop realistic and achievable internationalization goals aligned with their institutional mission and global aspirations.

Key Outcomes

  • Assessment of internationalization readines
  • Identification of institutional strengths and gaps
  • Benchmarking against international standards

How IRAF Works

IRAF follows a structured and evidence-based methodology that combines quantitative and qualitative assessment approaches.

Step 1: Data Collection

Collection of institutional information, strategic documents, policies, reports, statistics, and supporting evidence.

Step 2: Stakeholder Review

Consultation with university leadership, international offices, academic departments, faculty members, and administrative staff.

Step 3: Institutional Assessment

Evaluation of internationalization readiness across all assessment domains.

Step 4: Scoring & Benchmarking

Assessment results are measured against internationally recognized higher education internationalization standards.

Step 5: SWOT Analysis

Identification of:

  • Strengths
  • Weaknesses
  • Opportunities
  • Threats

Step 6: Recommendations

Preparation of development recommendations and strategic priorities.

Assessment Tools

  • University Profile Form
  • Self-Assessment Questionnaire
  • Expert Evaluation Form
  • Website and International Portal Review
  • Document Analysis
  • Interviews and Consultations

Assessment Approach

IRAF combines institutional self-evaluation with independent expert review to ensure objectivity, reliability, and practical outcomes.

Institutional IRAF – Self Assessment

The Self-Assessment process allows universities to evaluate their own internationalization capacity before the formal expert review.
The purpose of self-assessment is to encourage institutional reflection and increase awareness of current strengths, challenges, and development opportunities.

Self-Assessment Areas

  • Governance and leadership
  • International strategy
  • International office capacity
  • Academic programs
  • Research activities
  • International partnerships
  • Student services
  • Digital infrastructure
  • Rankings and visibility
  • Resource allocation

Benefits of Self-Assessment

  • Promotes institutional awareness
  • Identifies priority areas for improvement
  • Supports evidence-based planning
  • Facilitates stakeholder engagement
  • Reduces implementation risks

Assessment Scale

Universities are evaluated according to five readiness levels:

  • Level 1 – Initial
  • Level 2 – Emerging
  • Level 3 – Developing
  • Level 4 – Advanced
  • Level 5 – Internationally Mature

The self-assessment results provide the starting point for the comprehensive IRAF evaluation process.

International Readiness Report

The International Readiness Report is the primary outcome of the IRAF assessment process.
The report provides a comprehensive overview of the university’s internationalization status and serves as the foundation for the development of the institutional internationalization roadmap.
